Urban development
According to the Reykjavík 2040 land-use plan, it is estimated that around 2,000 new apartments can be added to district 3. However, the increase can be somewhat greater if property owners make use of neighborhood planning permits for additional apartments and permits for superstructures at the same time as lifts are installed in elevator-free multi-unit buildings.
It must be noted that it is uncertain how large the increase in the number of apartments will be due to permits in the terms of the neighborhood plan. Those permits are entirely in the hands of the owners of the properties in question.
Háteigshverfi
The aim is to build residential and commercial housing in development areas by Laugavegur and Kennaraskóli/Sjómannaskólareitur, which will increase the supply of shops and services in the neighborhood. It is encouraged to revive the ground floor retail activities in an already built retail building that has been taken over for other uses.
Hlíðahverfi
The aim is to build residential and commercial housing in development areas by Skógarhlíð and Veðurstofuhæð, which will increase the supply of shops and services in the neighborhood. It is encouraged to revive the ground floor retail activities in an already built retail building that has been taken over for other uses.
Öskjuhlíðarhverfi
The aim is to build residential and commercial housing in development areas by Flugvallarvegur and Nauthólsvíkurvegur, in addition to development in Hlíðarendi, which will increase the supply of shops and services in the neighborhood. Emphasis is placed on development in connection with the university community, knowledge-based companies, tourism and apartments.
Authorizations are entirely in the hands of the owners of the properties in question .
Schools in Háteigshverfi, Hlíðahverfi and Öskjuhlíðarhverfi
In district 3 there are primary schools, secondary schools, universities and a number of preschools. In the terms of the neighborhood plan, building permits are included so that it will be possible to enlarge and develop all the primary schools in the district.
Today, there are three primary schools run by the city and three private primary schools in the district. Háteigshverfi has Háteigsskóli and Ísaksskóli. In Hlíðahverfi are Hlíðaskóli and Klettaskóli which is a special school for students with developmental disabilities as well as Suðurhlíðarskóli. In Öskjuhlíðarhverfi, Hjallastefnan has a primary school.
There are two secondary schools. In Háteigshverfi is Tækniskólinn in the old Sjómannaskólinn and in Hlíðahverfi is Menntaskólinn við Hamrahlíð. The School of Education at the University of Iceland is located at Stakkahlíð, where the Iceland University of Education used to be. Reykjavík University is located at Menntavegur in Öskjuhlíðarhverfi.
A new downtown preschool and family center will be built in the southwestern part of the not bounded by Grettisgata, Njálsgata and Rauðarárstígur. The downtown preschool will accommodate about 116 children aged one to six years and construction is scheduled to begin in 2022.
It is also expected that a new primary school will be built at Nauthólsvegur 81.
This winter, work will be done on a closer examination of the utilization of housing and the future needs of the current primary schools in the district.
Hlíðaskóli has about 570 students in the current housing and additional housing. The school’s site does not offer many expansion possibilities, but primarily to build over the school’s inner courtyard or build on top of it.
Háteigsskóli has about 470 students in the current housing and additional housing. It would be possible to extend the school in the southeast corner and a proposal has been made for that.
The city’s policy is to have no more than 650 students in a comprehensive school (a school that covers all grades of primary school) unless there is an increase in specialty classrooms or workshops held in return.
Commercial activities in residential areas
The neighborhood plan includes extended authorizations for light commercial activities in residential areas. This is considered to contribute to more efficient utilization of infrastructure and more sustainable neighborhoods with a variety of services within walking distance. Such activities can also create more bustle, increase the number of pedestrians and cyclists, increase employment opportunities and encourage innovation. However, polluting activities within the residential area that require an operating license from the Environment Agency of Iceland or the committee of environment and health are not permitted. This applies equally to activities in commercial housing and residential housing. In defined retail and service areas and central areas within the neighborhoods, there will be more extensive permits for business activities.

Stronger neighborhood centers
There is a large supply of shops and services in the adjacent neighborhoods of the district, but there are also old and established neighborhood centers that should be strengthened and maintained.
On the one hand it is the neighborhood center on the corner of Háteigsvegur and Skipholt and on the other hand Suðurver on the corner of Stigahlíð and Hamrahlíð.
Improve pedestrian and bicycle access to both locations and create a location for electric scooters. An increase in the number of apartments in the area will strengthen the backbone of shops and services within walking distance. At Suðurver there will be a Borgarlínan stop.
In 1934, planning work began on the residential area in Norðurmýri, which was the first comprehensive residential area to be planned east of the part of the old Hringbraut that is now called Snorrabraut. Holt and Hlíðar followed suit and the neighborhood was mostly built in the sixties. Suðurhlíðar was built in the eighties and currently a settlement is being built at Hlíðarendi and the southern roots of Öskjuhlíð.

Neighborhood conservation
Within neighborhood planning are defined areas and lots that enjoy so-called neighborhood conservation due to settlement patterns, cultural values, landscape or nature. Neighborhood conservation does not protect the buildings, but instead means protection of the characteristics of older settlements, which the terms of the neighborhood plan for various changes and/or additions will take into account.
In Háteigshverfi, a proposal is made for neighborhood conservation for these buildings: Snorrabraut 37, Austurbæjarbíó and the residential building Grettisgata 90-98. Háteigsvegur 36, Háteigur. Bólstaðarhlíð 25-39. Langahlið 7-11, 13-17 and 19-25, Skaftahlíð 12-22. Háteigsvegur 56, the church of the Independent Congregation. Provisions on neighborhood conservation may be included in the zoning plan if it is considered necessary to protect the characteristics of older settlements or other cultural heritage.
