The work proposals will be on display at Kjarvalsstaðir from November 19 to 26.
Ideas for work proposals for the neighborhood plan for Háteigshverfi, Hlíðahverfi and Öskjuhlíðarhverfi are based on extensive consultation in earlier stages with residents in the neighborhood, both young and old, and the ideas, suggestions and emphases that emerged there. The proposals are still being processed and are being submitted for feedback and could possibly result in other implementations or ideas. We encourage you to contribute by participating in the ongoing consultation.
Ideas for work proposals for neighborhood planning for district 3 – Hlíðar are presented here on the web for six weeks, from November 19 to December 30 2021.
The work proposals will be on display at Kjarvalsstaðir from November 19 to 26.
Residents and stakeholders in the area are invited to a special briefing with the Mayor in Kjarvalsstaðir on Thursday November 24 at 19:30. There, attendees will have the opportunity to familiarize themselves with the proposals, talk to experts from the City of Reykjavík and planning consultants, and submit suggestions and comments.
Concurrent with this presentation, the Division of Environment and Planning will hold a residents’ walk on November 20 around Háteigshverfi, Hlíðahverfi and Öskjuhlíðarhverfi, where city employees and planning consultants will talk about ideas for development in the neighborhoods and answer questions.

Work on neighborhood planning for individual districts began in 2013 and is based on the Reykjavík Land-Use Plan 2010 – 2030. The first task was to analyze the status and ecological suitability of all neighborhoods in the city with the involvement of competent planning consultants who were selected in a special pre-selection at the beginning of the work. The results of this work were then used to formulate the first proposals for improvements in the neighborhoods to submit to the residents and get their views on their local area.
The proposals are still being processed and are being submitted for feedback and could possibly result in other implementations or ideas.
Various methods have been used to get the views of as many people as possible. In collaboration with all neighborhood schools in the district, 6th grade students were asked to make models of their neighborhood and hundreds of children took part in this work called Creative Consultation. These models were used in open residents’ meetings held in the district to discuss the situation. At the residents’ meetings, draft proposals for their neighborhood were presented and residents were given the opportunity to submit their own ideas. Together, the ideas of the residents and the planning experts’ proposals, formed a draft vision for the future, which was discussed in special focus group meetings hosted by Gallup. The focus group meetings were convened with a random sample of the district’s residents, which ensured an even distribution of participants by age and gender. The results of focus groups were then used to formulate work proposals for a new neighborhood plan. In this process, various ideas of the planning experts on the utilization of certain areas were rejected in focus groups and therefore not included in the ongoing proposal.
All ideas have been registered in a digital map database which is published on the neighborhood planning website.
The result of all this work is now presented here in a new chapter in the extensive and open consultation process that the neighborhood plan is for the district.
The suggestions made by residents in connection with this presentation will be used to amend the proposals before proceeding with the formal presentation and approval process defined in the Planning Act.
